The survivors of the war looked back to the Golden Age of Gallifrey for guidance - to the time of the Triumvirate.

The old ways had almost destroyed Gallifrey and Time Lord society forever.
The new High Council and the new Lady President, 'progressives', all of them, now look to those who had left, not believing them to have been influenced by the perceived decrepitude that had run through the higher echelons of Gallifrey.
Two Time Lords - one of the establishment, one a rebel - are sent to find those that had left Gallifrey previously, and hopefully, convince them to return to help rebuild, and create anew, the dominion of Gallifrey.
Initially set just after the end of the Great Time War, these stories try to tie in with the history of 'Doctor Who' but will, in all likelihood, eventually stray into an alternate timeline.
